Verdicts, notes, readings, photos, new issues and the sign-off are kept on the device and sent in the order you did them when signal returns. Photos count as evidence at once.
The server re-checks turn order, evidence rules and policies as your work arrives. If someone else changed the same record meanwhile, you see it with the reason instead of losing it.
