Definition

A controlled quality record documenting work, material, or a process that does not meet an applicable requirement and requires disposition and corrective action.

What it means on a project

The practical reading, without treating one region's contract language as universal.

An NCR should identify the requirement, evidence, immediate control, proposed disposition, approvals, corrective action, and closure verification.

Not every snag becomes an NCR; project procedures normally define the threshold and workflow.
