A contractor sends a submittal transmittal to the consultant or engineer whenever a shop drawing, product data sheet, sample, method statement, test report, or mock-up needs review before procurement or installation. The transmittal number, submittal number, and revision are what let anyone trace a resubmission back to the original package.
